An as-built survey in Dubai is one of the most important surveys you will ever commission — and yet it is often the most rushed. Done properly, it saves you from DM rejection and costly re-surveys. Done poorly, it holds up your Building Completion Certificate for weeks.
At Sky TerraEye, we have completed hundreds of as-built surveys in Dubai and know exactly what Dubai Municipality needs to approve your drawings first time.
What is an As-Built Survey — in Plain English
Imagine your approved design shows Column A1 at coordinate X=12,345.00, Y=56,789.00. After construction, the column might actually be at X=12,344.85 — 15mm off. An as-built survey measures where everything actually ended up and produces a drawing showing design vs actual positions with any deviations highlighted.
This drawing goes to Dubai Municipality as proof your building was built within acceptable tolerances — mandatory before they issue your Building Completion Certificate (BCC) or Occupation Permit.
Your as-built drawing will include a deviation table listing every structural element with its design coordinate, actual coordinate and the difference (deviation). A deviation of less than 25mm is generally accepted by DM without comment. Between 25–50mm, DM may ask for a structural engineer’s comment. Above 50mm, you may need to demonstrate no structural impact. Sky TerraEye flags any large deviations in our reports so you know before we submit.
When You Need an As-Built Survey in Dubai
- After foundation completion — verify pile/column positions before the next slab pour
- After each floor slab — check levels and column positions at every stage (catching errors early is cheaper)
- After building completion — mandatory for DM Building Completion Certificate
- After roads / drainage — required by RTA and municipality before adoption
- Before property handover — developers need as-built drawings to legally hand over units
- For renovation or extension — you need to know exactly what exists before designing additions

What DM Checks in Your As-Built Drawing
After seeing dozens of rejected drawings from other surveyors, here is the complete DM checklist:
- Coordinate system: WGS84 datum, UTM Zone 40N projection, EGM2008 heights — all three required
- Control points: Survey must reference DM-registered primary control points
- Deviation table: Design vs actual for all structural elements — not just the actual coordinates
- Floor levels: Finished floor levels (FFL) at minimum every 10m across each slab
- DWG layer naming: Must follow DM Spatial Data layer standards — not AutoCAD defaults
- Surveyor stamp: Licensed surveyor’s certification stamp on every drawing sheet
- Title block: Project number, date, scale, north point, coordinate system note
How an As-Built Survey Works — Step by Step
- You WhatsApp or call us — share your project address and approximate floor area. We give you a fixed price within 30 minutes.
- Our surveyor arrives on site — with a calibrated Leica or Trimble total station. Usually within 24 hours of your booking.
- Site control is set up — we establish or verify control points tied to DM national grid before starting any measurements.
- We measure all required elements — columns, walls, slab edges, floor levels, external features. Every point gets a coordinate.
- Data is processed in our office — deviations calculated, AutoCAD drawing produced to DM layer standards.
- You receive all files — DWG + PDF + CSV coordinate list + deviation table, same day for residential projects.
5 Common Reasons DM Rejects As-Built Surveys
- Wrong coordinate system — using local site grid instead of WGS84/UTM Zone 40N. Most common rejection reason.
- No EGM2008 heights — GPS heights must be converted to orthometric heights using EGM2008. Many surveyors skip this step.
- Missing deviation table — DM wants to see design vs actual. Actual coordinates alone is not enough.
- Wrong DWG layer naming — DM has specific layer requirements. Default AutoCAD layers cause rejection.
- No independent control check — survey not tied to registered DM control points.
Sky TerraEye addresses all five automatically on every as-built survey. That is why our DM pass rate is 99%.
